As a result of the shortened nature of the 80th General Convention, the Presiding Officers deemed that only “essential legislation” would be dealt with at the General Convention. The Deputies of Color wrote to the Presiding Officers and offered the view that “Social Justice” Resolutions are indeed essential legislation. Each caucus then presented 15 Resolutions that it deemed essential legislation and, as indicated below, over 90% of each caucus’s resolutions were adopted by the General Convention.
